Publish or Perish (PoP) is a free citation analysis software developed to support academic research. The Windows version can be downloaded directly from Harzing.com and is compatible with Windows 7 through 11, including server editions. Notably, the installer is digitally signed by Tarma Software Research Ltd. and does not require administrator rights, making it accessible even to users without elevated privileges. The software is licensed for personal, non-profit use, as outlined in the End User License Agreement.

To install, users simply download the 3.3 MB installer and run the PoP8Setup.exe file. During installation, Windows will display a security warning, where users should verify that the publisher is Tarma Software Research Ltd. and click "Yes" to proceed. The installer will remove any older versions automatically while preserving previous search queries. After completing the installation, the program can be accessed via the Windows Start menu. If needed, it can be uninstalled through the system's Add/Remove Programs utility.

Publish or Perish has been developed voluntarily since 2006 and remains freely available for academic use. Continued development relies on community support to cover hosting, bandwidth, and feature expansion costs. Users are encouraged to contribute to ensure the software stays up to date with new data sources and functionalities that serve the academic community.

Some memory (enough to run the operating system, not much more).
Some hard disk space (ditto).

Installation instructions

Start the PoP8Setup.exe installer by double-clicking on the file that you just downloaded. On most systems, a security warning dialog box will now appear that looks like one of the following. In all cases, click Yes to allow the installation to proceed.

Mulai tahun 2023, pemerintah Indonesia resmi menghapus kewajiban publikasi karya ilmiah di jurnal nasional terakreditasi maupun jurnal internasional bereputasi (seperti yang terindeks Scopus) sebagai syarat kelulusan bagi mahasiswa S2 (magister) dan S3 (doktoral). Kebijakan ini tertuang dalam Permendikbudristek Nomor 53 Tahun 2023 tentang Penjaminan Mutu Pendidikan Tinggi [1][2][3].

#### Pokok Perubahan

- *Mahasiswa S2 dan S3 tetap wajib menyelesaikan tugas akhir* (tesis/disertasi, prototipe, proyek, atau bentuk lain yang sejenis), namun tidak lagi diwajibkan untuk mempublikasikan hasilnya di jurnal ilmiah nasional atau internasional sebagai syarat kelulusan[2][3][4].

- Bentuk tugas akhir kini lebih fleksibel dan dapat ditentukan oleh masing-masing program studi atau perguruan tinggi, sesuai dengan kebutuhan dan karakteristik bidang keilmuan[5][4].

#### Alasan Penghapusan

- *Mengurangi beban administratif dan finansial* mahasiswa serta perguruan tinggi.

- Memberikan keleluasaan kepada program studi untuk menentukan bentuk pembuktian kompetensi lulusan, tidak hanya melalui publikasi ilmiah[5][6].

- Mengantisipasi masalah seperti jurnal predator dan praktik tidak etis dalam publikasi ilmiah akibat tekanan kelulusan[6].
